1. Study of Strategic Adjustment of China Public Sector Economy
Features:
First, always persist firmly in the direction of socialism. State-owned economy plays an extreme important role in the whole national economy. It is the basic force that used by the government to pilot, push, adjust and control the economy as well as the development of the society. Public-owned economy includes the state-owned economy is the important economic base for the socialism system. Because of the capitalism characteristic of the western developed countries, their state-owned economy mainly exists in the sectors of “natural monopoly ” and “public goods” but already withdraw from competitive industries by privatized. In China, state-owned economy must keep the control in some important competitive industries such as mainstay industry and high technique industry. State-owned economy must be the crucial factor for the development of national economy and the competition internationally. These are the most distinctive characteristics of state-owned economy in our country, depending on the basic economic system of socialism in our country. We must not censure state-owned economy unilaterally, conclude the ending of state-owned economy, and as a result deny that socialist state-owned economy is indispensable in some important competitive industries, just according to the tide of privatized in western countries in 1980s. We must look for a new solution that adapt to the situation of China and the basic economic system of socialism, which does not need to “privatize” or “withdraw completely”.
Second, study how to flourish the state-owned economy with systematical views. State-owned economy consists of all kinds of industries and enterprises, it also include system as macro-system, micro-system and medi-systerm, so that we must analyses it from multiple dimensions systematically. We must study state-owned economy with systematical views, concern on the development of state-owned economy, grasp the ideas of strategic adjustment of state-owned economy and strategic recombination of state-owned enterprises, take the reform of state-owned enterprises and the advanced technology as motivity, pay the most attention of state-owned enterprises reform to the point that we must flourish the whole state-owned economy.
Academic standing:
The research group of this subject that consists of professors and PhDs who are equipped with profound theory and profuse practice has the outstanding research ability and the high academic quality. Since 1996, 28 monographs and 284 papers had already been published. The Center has taken 31 important projects in province department class concerning this subject in hand. The research result took the leading position in the domestic, and has extensive society echo.

The prosperity of state-owned economy means much to establishing the socialist market economy system, promoting the fast and healthy development of the national economy, increasing people’s standard of living, keeping the stabilization of political situation, and consolidation of the socialism system. The studies of this subject will for sure do some important theoretical contributions to the development of state-owned economic.
2. Study of state-owned enterprises of traditional northeastern industry base
Features:
One of the main features of the Center is that while regard the general problems of state-owned economy important, we concentrate more on the specific problems, especially the studies of the adjustment, reshuffle, reforms of state-owned enterprises in traditional industry base. In recent years, our Center put much energy into study of state-owned economy in northeast. We cooperate with northeast provincial government of region department and some state-owned large business enterprise to do all kinds of researches, and also establish state-owned enterprise reform graduate school together with some big state-owned enterprise. The humanities social science research project of Ministry of Education----the research on reform of state-owned enterprises in traditional northeastern industry base, which is operated in the Center, was regarded important by northeast each government of region department. The researchers of this project has done extensive inquisition and study mainly concern such dimensions as adjustment of the state-owned economy construction in traditional northeastern industry base, innovation of the institutions, reconstruction of the technique, enterprise competition ability, reorganization of property, reorganization of human resource, function of the government and the reforms of traditional industry. The project putted forward a series of new look with the counterplan, and the mid-term research papers have had printed volume already. From now on, we will continue on the former research result foundation, try to offer some solutions and policies for big and medium-sized state-owned enterprise and northeast government of region section, thorough the research on every kind of theories and practice problem of northeast region state-owned economy.
Academic standing:
The Center locates in the northeast; the majority of the researchers have the part-time job. They are closely related with the provincial government of region department and state-owned large enterprises; so that our Center has the convenient term that study the state-owned economy problem in northeast. In recent years, though the researching on state-owned economy in northeast, the Center has educated a team of researchers mostly consists of professors and PhDs together with more than ten graduate students. We have already achieve some influencing research result; the humanities social science research project of Ministry of Education----the research on reform of state-owned enterprises in traditional northeastern industry base, which is operated in the Center is also fruitful. The result of mid-term research is already in the continuous report in Liaoning television station, and will be reported in Jilin and Heilongjiang television station. At last, it will be chosen by central television station and reported.
Function and Significance:
The northeast region is an area that has large proportion of state-owned economy, and a lot of state-owned enterprises centralize here. The old system and ideas fetter the northeast region more than they do to other regions, the difficult and the hindrance are also really big in this region, so that the progress of the strategic adjustment of state-owned economy and the strategic reform of state-owned enterprises is not going on well. The construction is out of balance, the performance of the enterprise is poor, and the losses exist in many enterprises. These have become the bottleneck of?economy increasing. Fasten the adjustment of state-owned economy and the reform of state-owned enterprises is at the gate. The success of the adjustment of state-owned economy and the reform of state-owned enterprises will surely effect on whole country. The Party and the State Department hold great and earnest hope on the adjustment of state-owned economy and the reform of state-owned enterprises. We the Center for China Public Sector Economy Research in Jilin University located in the center of the northeast region. It is our obligatory social duty to research on adjustment of state-owned economy and the reform of state-owned enterprises in the northeast region.
3. Study of state-owned enterprises of foreign countries
Features:
First, research comparatively on the state-owned enterprises in the sectors of “natural monopoly” and ”public goods”, offer some experiences for state-owned economy in our country. Research on how state-owned economy in the sectors of “natural monopoly” and ”public goods” of our country play the basic role under the condition of socialist market economy, and how it create the chance for the development of the national economy and the capability to join the international competition.
Second, research on the capital management and micro operating system of state-owned enterprises in foreign countries. Since 1990’s, the manage pattern and the operating system reform of the state-owned enterprises of foreign countries have been developing faster and more deeply. Its measures of reform turn from the pattern of macro-management to the mechanism of micro-operation. The property right relationship becomes the main tache of communication between the government and the state-owned enterprises. According to the important changes of the foreign state-owned enterprise reform, our researches mainly concentrate on these issues. They are: 1, how do the manage patterns of state-owned enterprises turn from administrative control to property right management; 2, how do the organizing structures of state-owned enterprises turn from separate sector management to centralized capital operation; 3, how do the capital structures of state-owned enterprises turn from the system of government unique venture to the system of government and local joint venture; 4, how do the control modes of state-owned enterprises to from operation decision-making control beforehand to the monitor and examine of the manage result. Obviously, these issues related closely to the relation between the government and the enterprise, especially the change of property right relationship. This relation is the basic motivation and the hardcore of the reform of state-owned enterprises of foreign countries. And this also provides valuable objective foundation for the in-depth reform of state-owned enterprises in our country and the building of the new operating mechanism of the state-owned enterprises with the core of capital operating.
Academic standing:
First, the majority of the full-time or part-time researchers of this subject started the research on western state-owned economy early with in the country, achieved a series of results, published many monographs and papers, have broadly influence in the domestic academia. Some domestic authoritative periodicals transshipped part of the papers. And some of the was awarded by the province. The researchers of this subject have attended or held domestic academic proseminars, given the theme speech on the academic proseminars many times, and received attendee’s glorify.
Second, all of the researchers of this subject have been abroad to visit, communicate and teach. They all have done specific research on the issues of state-owned economy. Meanwhile, they have formed long term relations with some universities, graduate schools and scholars. Though these communications we can catch up with the latest trends of the developments of state-owned economy abroad, exchange the academic ideas and discuss the issues of state-owned economy together.
Function and Significance:
The international comparative research of state-owned economy abroad has important theoretical and practical significance. China is a country with the base of public-owned institution. The state-owned economy is dominant. But the leading role of the state-owned economy in national economy is conditional, so how to bring this leading role into play remains a focus of the academia as well as the practical sector. This subject intend to study the general rule and the different characteristics under different regimes of the development of state-owned economy on the basis of full-scale analyses of western state-owned economy, then provide some useful experiences for the development of the socialist state-owned economy.
